Hello Jim, yes you can. Click on Recycle bin and in the Recycle bin there is an Empty recycle bin button. Click on this to delete all content in the recycle bin. This will permanently delete all content in the recycle bin.

A good question and I agree it would make more sense to only delete selected items - unfortunately the answer seems to be ‘no, it’s either all or nothing...” :(

​@DennisEggebeen For users such as yourselves with an Enterprise edition, you cannot finally empty the Recycle bin ahead of the 90 days.  The Final System process does that for you.  The product team has a  ticket to adjust whether you can see this or not.
