Summary

This is a new role that will provide leadership on the development of strategies to exploit the knowledge value of the department’s corporate memory, and manage processes to carry out regular disposal, archiving information of long term value.

Job description

The post holder will need to be a specialist, reporting to the G6 Head of Digital KIM, and will be responsible for leading a team of information and records management specialists to:

• Work with the strategic programme (and Head of Programmes) to develop policy, strategy, processes and customer/user interfaces across Cabinet Office to enable the exploitation of the stored value of data and corporate memory of our legacy datasets and information stores;

• Lead the development of the department’s digital archiving function, building a new business as usual team by working alongside a strategic programme to develop strategy, policy and processes for acquisition, selection, catalogue, storage and management of digital information;

• Deliver the Cabinet Office’s e-discovery capability, supplying professional assistance to senior leaders and other internal staff, the Government Legal Department and public inquires, to search CO digital archives in response to FOI requests, public or police inquiries, litigation, etc;

• Lead on the management and disposal of legacy digital information, reviewing it for long term value in collaboration with the Department’s Public Records and Archives team, compiling and maintaining the departmental records catalogue;

• Work alongside the Departmental Public Records & Archives team to build and implement metadata schemas, and keep these under review to ensure continued fitness for purpose;

• Develop and deploy a Cabinet Office taxonomy for the classification and organisation of information and records;

• Act as the product owner and contract manager for commercial technology tools deployed to assist with the automation and management of disposal, archiving and review activity.
 

Responsibilities

The immediate role of the postholder will be to work with the Information Management Strategy Programme team to design and build the processes and organisation required to establish the necessary BAU operations for information lifecycle management. Once established, the post holder will lead the operational team and develop its services to the department; these processes include:

• Systematic digital information disposal;
• Information analysis to locate digital information of long term value; and
• Promoting knowledge exploitation of the department’s corporate memory;
• Responding to FOI and subject access requests;
• Supporting the G6 in preparing to respond to the Covid-19 public inquiry.

Ideally candidates should be an Information Specialist with an appropriate qualification from one of the recognised professional bodies, but qualification/accreditation is not essential. However, it will be essential for candidates to demonstrate their experience of:
• Information and records management; and
• Developing and managing a library or archive, including digital aspects.
